The Spear is also very different from their roots in other parts of the world. This is the Bible Belt, This is the South where you are more likely to call a priest pastor and refer to a member of the Church simply as Brother then any other titles unless necessary. This is reflected by the kindred the dwell here. They keep the same traditions in life and preach more like Baptist Christians then Roman Catholics. They use just enough of traditional covenant practices to be recognized by kindred from other domains, but just so much.
The Church is the power of the city and few openly question it and live long enough to repeat the offense. They have had a presence in the city for as long as there was a city, but it was always a secondary role, one of advising. The Sanctum has had many ideas for the city, but few were ever implemented by the Invictus, this has changed. Nearly a century of built up edicts and plans are finally beginning to unfold now that the cities are in the hands of the Church.
It has taken sometime for the covenant to learn how to really run the city, it is much different then suggesting something and the First Estate doing the leg work when the First Estate agreed. The Church must get word to the kindred and more so they must enforce it. Something the Church in the area are still learning how to do.
Pastor Brown is one kindred and can't be every where at once. Each of the Tri-Cities has its own Bishop, that the covenant in charge must listen to and obey as though his word was that of the Archbishop. Which leaves each parish like its own city with its own Prince, each of which has his own Inquisitors and paladins to enforce the laws and Priest and Heralds to spread the word.
